Scott Burrell is Senior Counsel to the firm. His practice focuses on advising and counseling government, business, and other entities on successfully conducting transactions in a government environment. He has a track record of successfully delivering business-like results and solutions within a government setting and for developing and implementing innovative and efficient solutions to issues faced by governments and business entities.
From 2000 through 2015, Mr. Burrell served in a number of executive positions with the District of Columbia government. Prior to joining Leftwich LLC, Mr. Burrell served as the Senior Legal Advisor to the City Administrator. There he provided advice and counsel on all government operations issues, including leading day-to-day negotiations with DC United on the development of a new soccer stadium, representing the District on a multijurisdictional operating agreement for the Blue Plains wastewater facility, and serving as key staff to the Mayor’s CBE Advisory Group that produced a comprehensive legislative overhaul to the certified business program.
Prior to that, Mr. Burrell was Chief Operating Officer for the Department of General Services, which develops, constructs and operates all District buildings and facilities. From 2007 through 2010, Mr. Burrell served as General Counsel to the Office of Public Education Facilities Modernization, which implemented an historic, multi-billion dollar program to modernize the District’s deteriorating school facilities. Mr. Burrell was integral to successfully developing legislation, regulations, budgets, policies and procedures for this new, special purpose agency.
From 2000 through 2007, Mr. Burrell served as Chief Financial Officer and Assistant General Counsel for the D.C. Sports and Entertainment Commission, which operated RFK Stadium and the DC Armory. In those roles, he implemented a new, event-based financial system and negotiated agreements for major soccer matches, concerts, and other events and contracts for parking, concessions and sponsorship arrangements. In addition, he participated in attracting the Nationals to the District, renovating RFK Stadium for baseball, and constructing Nationals Park.
Prior to his government service, Mr. Burrell was an associate at a national law firm, a division controller for a Fortune 500 company and an auditor for a “Big Four” accounting firm.
