Roderic L. Woodson
Roderic L. Woodson is a Senior Counsel with Leftwich LLC. Mr. Woodson provides advice and representation to clients with matters pending before the executive departments, the city council, and administrative bodies of the District of Columbia on business and regulatory issues. In this regard, he has also assisted in drafting a number of legislative and regulatory initiatives which have been enacted or adopted by the District of Columbia on a variety of subjects including construction labor, business & economic development, health care, taxation & business regulation, public utilities, securities, alcoholic beverage control, telecommunications, and various subjects of administrative regulation. Mr. Woodson has acted as sponsor counsel for tax increment financing transactions, as well as borrower counsel for revenue bond conduit financings. He also regularly provides advice and counsel to participants in the health care industry on a number of legislative, regulatory, and policy issues; to the real estate and building construction industries and related businesses on local legal, legislative, and policy issues, including certified business enterprise, first source employment, apprenticeship training, and workforce development requirements and initiatives; and, to businesses licensed by the DC Alcoholic Beverage Control Board on regulatory, legislative and policy matters.
Formally a Partner with Holland & Knight LLP for twenty years, Mr. Woodson is a former member of the corporation finance staff of the US Securities & Exchange Commission, and was the first general counsel of the District of Columbia Housing Finance Agency. He has been legal adviser to the District of Columbia Public Service Commission, and legal counsel to the District’s Office of the People’s Counsel in electric utility rate-making proceedings; land use counsel for a regional real estate developer; local counsel for a southern-based real estate company; real property tax assessment litigation counsel; and has appeared before all major regulatory agencies and judicial tribunals of the District of Columbia.
